Tembec prepared the
2009-2028 Forest Stewardship Plan (FSP) for submission to Manitoba
Conservation for review, First Nation consultation, approval and
Environmental Act Licensing in January 2008. After Manitoba
Conservation reviewed the FSP to ensure it addressed
Manitoba’s Submission
Guidelines for Twenty Year Forest Management Plans, they requested
that the FSP submission be delayed while the Provincial Government
assessed the land use policies in some of the provincial parks. On
November 21,
2008, the Government of
Manitoba announced
that timber harvesting would be eliminated from four provincial
parks, including Nopiming
Park, by
April 1,
2009. Manitoba Conservation
subsequently extended the submission date of the FSP to
January 1,
2010 with a Plan
implementation date of January 1,
2011 to allow for the
revision of the 2009 – 2028 FSP that would address the exclusion of
timber harvesting in Nopiming
Park. |

The 2006-2008 Interim
Forest Stewardship Plan was presented as a guidance document to
assist First Nation and local communities, the Sustainable Forest
Management Advisory Committee, stakeholders and the public
in providing Tembec with input on the development of the 2009 - 2028
Forest Stewardship Plan. The Interim FSP will remain available until
the FSP has been revised and accepted by Manitoba Conservation for
review, First Nation consultation, approval and Environmental Act
Licensing. At that time the FSP will be posted for review and/or
download and a summary document will be developed for download or
distribution. |

A
sustainable wood supply analysis has been completed by Manitoba
Conservation and is presented in Section 4 of the Interim FSP. The
analysis used the models
WoodstockÔ
and StanleyÔ
to calculate sustainable harvest volumes over a 200 year time
period. This analysis forms the basis for Manitoba Conservation to
determine the Annual Allowable Cut
(AAC) figures presented in this
Section. Tembec incorporated applicable Management Objectives
(Interim FSP, Section 5) following Manitoba Conservations analysis
to produce an operational AAC for
the period of the Interim FSP.
Further assessment of the wood supply model assumptions and
management objectives took place in the development of the 2009-2028
FSP and will be repeated in the revision of the FSP.
